Monica O'Reilly-Jacob, PhD, FNP-BC (monica.oreilly@bc.edu) is a board-certified family nurse practitioner, health services researcher and assistant professor at the Connell School of Nursing, Boston College. The overarching goal of her research is to capitalize on the cost-effective practice style of NPs to improve the appropriate utilization of primary care. Through Medicare claims analysis and survey research, Dr. O’Reilly-Jacob examines NP scope of practice, the cost and quality of NP care and (re)emerging delivery system innovations such as NP-owned practices and NP home-based primary care.
Key Staff: Reducing Barriers to Value-based Care Payments in Nurse Practitioner-led Primary Care
Jennifer Perloff, PhD (perloff@brandeis.edu) is a health services researcher at the Heller School, Brandeis University and the Director of Research at the Institute for Accountable Care (IAC), a new research non-profit dedicated to improving the practice and design of alternative payment models. In this capacity, she has done research on the cost savings of the Medicare Shared Savings Program (MSSP), led evaluations of ACO care redesign activities, participated in research to support payment model design and led several learning collaboratives for ACOs including one specifically addressing social determinants of health. In addition, Dr. Perloff has spent almost 10 years conducting research on the cost and quality of NP led primary care.
Betty Rambur, PhD, RN, FAAN (brambur@uri.edu) is the Routhier Endowed Chair for Practice at University of Rhode Island and a former academic dean at University of Vermont. A recognized leader in the area of workforce redesign within alternative payment models and a member of the Medicare Payment Advisory Commission, she previously served on Vermont’s quasi-judicial body to provide oversight of the transition to value-based care. Her program of research includes over 60 published articles, a textbook, and numerous invited presentations on payment reform, reducing disparities and overtreatment, healthcare cost containment, and value-informed nursing practice. Dr. Rambur will chair the Technical Expert Panel.
Lorraine Bock, DNP, FNP-BC, ENP-BC, FAANP (lbock@nnpen.org) is a dually boarded Family and Emergency Nurse Practitioner, owner of multiple NP practices, and co-founder of the National Nurse Practitioner Entrepreneur Network. She is a pioneer practice owner and served as a founding member of the American Advanced Practice Network’s Board of Directors. In 1997 she received the AANP Award of Clinical Excellence and in 2021 she was awarded AANP Excellence in NP Advocacy Award. Dr. Bock will bring her expertise in NP practice ownership.
Hilary Barnes, PhD, FNP-BC, FAANP (hbarnes@widener.edu) is a board-certified family nurse practitioner, health services researcher and assistant professor in the Widener University School of Nursing. She brings expertise in the NP workforce and NP-specific instrument development. She has published multiple studies on trends in NP employment in primary care, most notably the relationship between Medicaid reimbursement and density of NPs employed in a practice.
Cherlie Magny-Normilus, PhD, FNP-BC (magnynor@bc.edu) is a board-certified family nurse practitioner and NIH-funded health disparities assistant professor at the Boston College Connell School of Nursing. Her program of research goals is to reduce health disparities and improve health equity among historically underrepresented minorities with problems related to self-management of chronic illness. Her current research focuses on using self-management activities to improve glycemic targets for underserved populations, focusing on adult Haitian immigrants. In this pilot project, she will bring her expertise and ensure the study prioritizes equity.
Benjamin McMichael, PhD, JD (bmcmichael@law.ua.edu) is an economist with expertise in how law influences the provision of healthcare. He is a leading scholar in NP scope of practice laws, authoring publications examining the impact of scope of practice laws on NP opioid prescribing, physician malpractice rates and emergency department use. He brings an expertise in how payment law intersects with NP-owned practices.
Jennifer Wall, DNP, RN, CENP (jenniferwall@hsl.harvard.edu) is a nationally known nursing leader and the Chief Quality Manager for Hebrew SeniorLife. Previously, she was the Chief Nursing Officer at Atrius Health, an Ambulatory Multi-specialty Practice System and Accountable Care Organization in Boston and the Director of Advanced Practice at Lahey Hospital. Dr. Wall brings an expertise in value-based payment models and NP practice from the perspective of organizational leadership.
